There is an off the shelve temperature switched called the w1209 which has essentially the functions I need. However, I need it to be silent without the click of the relays. I think a npn transistor would work just as well but without the noise. Further I need it to be hard set at 36C, no buttons, no display. Additionally, the w1209 runs on 12V. I need it to run on 7.2V. If possible it should have a charging circuit for lipo 2s pack as well. Power source should be a micro USB charger. No idea if all this is possible.

Of course, it is possible. w1209 uses a cheap STC microcontroller to switch the relay. we can modify/re-design the same with semiconductor switch and charging option. arduino with tmp36 sensor besed circuit. as output npn is not good, is better put some 5v solid state relay. for power supply arduino accept 7,4 volt and you can charge battery from every module already done from internet. i just check and there is a lot of micro usb to 2s lipo charger.
