I'm a mechanical engineer - specialized in the industrial robotic field, 3D designer and modeler (from time to time and some projects I could make the functional prototype too).

1 - you are aware that the rpm and torque are strictly related, right? (lower rpm, higher torque, but in a non-linear ratio)
2 - the drill could be designed from scratch or could be adapted onto an existing model (best solution) where to change the gear and replace with a multi-stage planetary or harmonic drive...
3 - which are rpm/torque requirement for your drill?
4 - this is a project for modeling or for prototyping?
(the price could be adjusted accordingly with the complexity)
