Windows and Wrduino integration

A windows program, which you need to make, will continuously measure the CPU temperature (degrees C), CPU usage (percentage) and the memory usage(percentage). The interval time should be one second.
The above three value should be sent via USB to an Arduino Uno board after each measurement. The Arduino program, which you need to make, will read them and store them in three variables.
No payable third party software or libraries is allowed to be used and neither is Java. The smallest working footprint in Windows is what I am after. On the Arduino there must be some space left for me to code the output.
The source code with compile instructions is the requirement, both for Windows and Adruino.
