MFC based custom menu with tooltip

Need an MFC class to allow menus to be created with custom features: 1) Should look like standard Windows menu. 2) Show an optional tooltip whenever a menu selection is moused over, even if the menu item is disabled. 3) Should support adding menu items dynamically at runtime in regards to showing tooltips. 4) Support for adding tooltips to submenus. The idea is to augment menu options with help text in a side by side tooltip that does not interfere with the space taken up by the menu. The accompanying menu tooltip should be a variable sized window depending on the help text that it will contain. This is for Windows C++/MFC based apps built using VS2015 and higher. Please respond with experience in MFC/C++ using Visual Studio and a project bid. We can also discuss further to answer any questions you may have. This requires full-time commitment to complete the project. If successful then there are other UI related projects pending. Thanks.
