Developing Request Approval from Multiple-Users Flow in MVC

I am working on a Project which is connected with multiple-databases. I am trying to create a workflow for request approval. Request will go from multiple-employees and anyone who have authority can either accept / reject requests. I have a table called 'Approval Team' which contains all the employees which have authority to Approve / Reject Request. I have another table, which contains Roles for the authorized employees. E.g. Employee can approve or not. Also, there I will set notifications subscription. Employee will be notified only on request approval, rejection or All. As user will make and send request, he should not be able to edit the request. If someone rejects the request then user can modify and re-send the request.
