Ultima Online client launcher GUI tool

Hello, please do not apply to this if you do not know anything about the game Ultima Online.
I need a utility tool/pre-client launcher that does a registry validation or folder/file check and integrity check (if Ultima Online is installed) before allowing the end-user to select, choose and enable certain options on the interface before launching a series of exe and their specific file-sets, based on a specific Ultima Online expansion that is pre-installed by the user.
If you're familiar with how other free shards have a downloadable end-user installer & client for their shard, then you already are ahead of the curve on what I am after for this project request.
Also if you have familiarity with the Star Wars Galaxies Emulator project, this project resembles some of the features of the SWGEMU connection tool, in order for the end-user to connect to the server, to provide another example outside of just the game Ultima Online.
