Remote exe dropper

Hello, Need to develop a standalone executable which makes a remote connection to a server from the client where the exe will executed. The connection will be on https and the exe will create a folder on the server on the name of the host name of client. It will create a text file which will capture ip adress and login time of the user. In the folder on the server, if we place any executable , it will automatically get executed on the client and give confirmatiom on the server by creating execution logs. Must not have any dependencies like net 4.0 or something must work on all os Thanks,
