I am in Vietnam (almost 12hrs diff. with you) & I completed a lot of projects with people in US and Canada without any problem. I've been working with North American people in almost entire my 20 years career path. There are some approaches to complete your project, either using a GPRS module to send text directly or use an Internet module to send email or text using cloud services. Every approach has pro and cons and need to discuss in detail. Reading sensor is usually not a problem. However, the design need to take into account how good/accurate/long lasting the sensors are. Hey, I'll get straight to the point - I'm not based in the US, so I won't be able to work directly on the hardware with you. I am however quite confident with a multitude of different Arduino boards and their underlying micrcontrollers. first thing first, i suggest you do this project using a raspberry pi and not arduino. sense you want to communicate via SMS or email, the raspberry pi comes with an operating system and will ease a lot of the process. second, i'm not from the US, but i own a raspberry pi and we can communicate anytime you like. i have a lot of experience building devices as you described, used for robotics, image processing and others. i'll be happy to be considered for the job, and thank you for reading.
