I guess this can be achieved on SAS (Software Analysis Software) which will also show the results in charts/graphs along with specific reports like 'How many ppl have not filed in 2018' etc. I am just expecting that you would be having an excel sheet with all your data. Data manipulation, extraction and ANALYSIS will be done from my side. Let's start to achieve your goal.
