CallerID Spoofing + Call Forwarding

I need someone who can dev a dialer that calls for a list of numbers using as CALLER ID its own lead number.
Example: call to user A <5511951515151> using as CALLER ID its own number <5511951515151> (this is pretty simple and lots of tools done over internet)
The thing is: once on line with user, I need to be able to forwarding this call to an external number PASSING AS CALLER ID THE USER NUMBER <5511951515151>
