C# app - aws api detech new machines and open RDP session

I need an app developed in c# that will run (long running). it will have a ui for aws account keys so that it can interface with the aws api. it will find all ec2 instances (specific types we are looking for) and then it will open an rdp connection to the machine, use normal rdp app. also managed in the app would be passwords to use to make the rdp connection,. From the aws integration you need the following flow.
1-use aws cli/api to monitor an account for new windows machines
2-fetch the public ip/address to the machine
3-combine the public ip with a local password to make an RDP connection
4-Make sure the machine status is "Running" and not pending
5-Start an RDP window to connect to the machine. if fails try again after 1-2 minutes.
6-IF machine goes down, you will need to handle the open dialog of the killed rdp session. this is so we dont end up with tons of dialogs for machines no longer running.

log to disk each machine you found in the aws account , time date, connection address
log to disk when you noticed status change from pending to running
Log to disk when you noticed the instance shutting down
Log to disk when you notice the instance is terminated
note:
make sure you have a solution to being able to rdp programmatically. from aws you will get the ip/address. we will have the pass locally. however your c# app will need to be able to either write an rdp file or automate the process fully of getting the rdp session open and running. i noticed in stackoverflow and git some people have solutions and some dont work. you will be running the app on a windows 10 or windows 2019 machine so please make sure you have a solution in mind to this before bidding. the entire project is dependent on this.
