I made controllers for different automatic devices. I can do this for you on Arduino. Also I can find a way to create a simulated hardware environment for debugging a process. It's better to used a large LED display, although if you want, I can do it on any other LCD/TFT.

One of my side projects during graduation was a water flow sensor and controller using arudino. The flow sensor was a transducer with a flow cut off using solenoid valves. I have built a small scale version of the exact same project you want done, but using a breadboard for starters. Now that I have enough experience in Orcad and PCB design and have worked on various projects from a DC electronic load to a battery management system for electric vehicles at my work place, IIT-Madras, I have learnt how to make the perfect product considering cost cutting too.
