Single page Wordpress website

Wordpress developer needed to implement a single page Wordpress site for Chinese audience.
It doesn't have to be implemented in Wordpress, but time is critical so it you can implement it within 48hrs and can support out requirements then we're open to other platforms/implementations.

You need to understand the restrictions/design constraints that causes website to be blocked or more commonly causes them to load slowly in China such as use of Google fonts in Wordpress, links to any western social media, Google, Yahoo, etc.
We have wireframes and content, but the development will be starting from scratch, (we don't have a host) so we also need you to be able to set up hosting, install Wordpress and anything else that's required to have the Website operational. We will follow direction with regard to hosting.
We're assuming that it should be hosted in Hong Kong but are open to suggestions.
The website itself is pretty simple:
- Ideally dual language site (Chinese and English)
- Optimised for Chinese browser (no google fonts, no CDN, no shared IP address etc.)
- We need access to the CMS to change text and image content
- basic visitor analytics - CAN NOT use Google Analytics
- Mobile friendly - the site must function and look good on mobile devices
- Content is text and images, but having them load dynamically is preferred
- "Contact us" form
- map showing location (can't be Google maps)
