I am looking for a creative miracle that can design the following.

Cartoon design for the local elections in the following sketch.

1: A cartoon (men and or woman) open their paper to vote.
(example of voting paper will be attached (lijst10. jpg))
2: When they open the paper they need to zoom in to "LIJST 10" with the following names:
1: Zwerus
2: de Jonge
3: de Beste
4: Heiligers
5: Rashid
6: den Braber
7: de Jonge
8: van Houten
9: Grinwis
10: Lokker

Before there names (see example in jpg) is a radio button what the cartoon person (men / woman) makes red with a pencil.

After that in a funny way I want to see that the windmills are going doing.

Need to be delivered in Animated GIF + HTML5 cartoon with option to edit easy.

Real creative designs expect for long term projects!
